Workforce Supervision and Electrical and Instrumentation Commissioning
Introduction: The Sangachal Terminal, is one of the largest in Europe, required extensive commissioning for its expansion project in 2019, The Professionals Consultancy supplied a team of highly skilled commissioning engineers specialising in electrical and instrumentation, along with supervision for the local workforce, to ensure the successful upgrade and operation of the terminal.
Project Overview: The Sangachal Terminal receives, processes, stores, and exports crude oil and gas from all BP-operated assets in the Caspian basin. The terminal includes:
- Oil and gas processing facilities
- The first pump station for the Baku Tbilisi Ceyhan (BTC) oil pipeline
- South Caucasus gas pipeline (SCP) compressor and other facilities
Challenges:
- Complex Upgrade Requirements: The expansion involved extensive upgrades, including electrical control rooms, switch rooms, and pipework.
- High Capacity Needs: The terminal processes 1.2 million barrels of oil and 29.5 million standard cubic meters of Shah Deniz gas daily. The expansion aimed to nearly triple gas processing capacity.
- Multidisciplinary Workforce Management: Coordinating and supervising a diverse workforce, including multiple disciplines and nationalities, was critical.
Solutions: The Professionals Consultancy provided commissioning engineers and supervisors with expertise in:
- Electrical and Instrumentation: Commissioning new systems that controlled motors and pump operations to ensure seamless integration with existing infrastructure.
- Workforce Supervision: Supervising the local workforce, ensuring effective collaboration, adherence to safety standards, and efficient project execution.
- Comprehensive Commissioning: Managing the entire commissioning process, from initial testing to final handover, ensuring all systems met operational standards.
Results:
- Successful Commissioning: All new electrical and instrumentation systems were commissioned successfully, ensuring the terminal could handle increased capacity.
- Enhanced Capacity: The expansion project enabled the terminal to process an additional 16 billion cubic meters of gas per year.
